An-Naml (27:48)
وَكَانَ فِی ٱلۡمَدِینَةِ تِسۡعَةُ رَهۡطࣲ یُفۡسِدُونَ فِی ٱلۡأَرۡضِ وَلَا یُصۡلِحُونَ
And there were in the city nine persons who made mischief in the land and reformed not.
